I believe we require completely a new Police Manual. Current Penal code & Police Manual are basically derived from British Raj, where it was presumed that the subject is guilty. It was written to suits the outsider rulers to oppress the natives of India. The current Police staff still thinks they are here to rule (and serve the wishes of their brown masters), where as they are suppose to be citizen friendly. Police is an humble servant of citizens and must deal with them politely. Please note, I am saying politely with citizen, not with the criminals, but it seems it is other way round, now-a-days. The only one who is feared from Police is innocent.
