I dont think the UPCAT is the problem here. First, there is a lack of proper facilities in public schools. Textbooks are of very low quality. Theres a lack of classrooms and there arent enough desks, not to mention that most of them are in need of repair or must be replaced entirely. At best, there are 50 students to 1 teacher. Other learning opportunities are not given equally to all. If youre not in the star section, you have no chance of attending seminars, science fairs, and other such activities outside your school. And even if youre in the star section, opportunities to participate in activities outside school are given to a select favored students. Im not sure for public high schools, but in grade school there is no proper library where the children could go to and study, read, and discover on their own. Moreover, parents of these poor students are also uneducated or do not have knowledge of how to avail of free quality education. Their ignorance makes them afraid of sending out their children far away from home. It also makes their perception limited with regard to education and its usefulness in making their lives better.
