I have an idea for a relatively painless, unthreatening (to the party bureaucracies) way to acheive a Green-Libertarian electoral fusion. In states where the Libertarian Party is more popular (probably red states), the Green Party would abstain from running candidates directly against Libertarian candidates. And in states where Greens receive more votes, the L.P. would abstain from running candidates directly against Green candidates. Both parties would urge their voters to vote for the Green or Libertarian candidates who appear on their ballot. Very importantly, there would be a joint campaign of the two parties to educate voters about this strategy, and to inform the public that this fusion campaign is being launched because the country is facing a national emergency in regards to democracy, constitutional/civil rights, political corruption and economic stagnation. The elected candidates of both parties would cooperate to deal with these urgent problems first, and let go of their party platform issues temporarily, except on issues they can agree on. To revitalize the economy, for example, the Green New Deal could be supplemented by free market ideas to grow small businesses, etc. Free trade agreements with low-wage, environmentally destructive countries could be cancelled. If large numbers of independent voters or non-voters like this idea, it could be very successful.
