I have no faith in constitutions as devices to control the government. But if I did, I might propose the following constitutional amendment: Henceforth the government of the United States of America may enact no new statutes; nor may it authorize any new regulation; nor may the president issue any new executive order. Each year during the ten consecutive years that begin with the year in which this amendment is ratified, the government must repeal 10 percent of the statutes in force and 10 percent of the regulations in force, and the president must terminate 10 percent of the executive orders currently in effect.
