Abstract: In spite of substantial public controversy, very little reliable data exists concerning the frequency with which non-citizen immigrants participate in United States elections. This study examines participation rates by non-citizens using a nationally representative sample that includes non-citizen immigrants. Conclusions: The proportion of noncitizens who voted was less than fifteen percent, but significantly greater than zero. the analysis suggests that non-citizens votes have changed significant election outcomes including the assignment of North Carolinas 2008 electoral votes, and the pivotal Minnesota Senate victory of Democrat Al Franken in 2008.
