I joined this group with hope of constructive engagement with its members on security, human rights and development policy. To be honest, this group have sufficient negative energy. It is full of personal vindictiveness and differences. I think it misses core objective of such a forum. Take for instance, County Governments have submitted their Budget Estimates for the Financial Year 2014/15 for County Assembly and Public scrutiny. How many of you have bothered to access these Estimates?These Estimates will be subject of County Assembly for the next few weeks defining in actual terms how much will be finally allocated to what project and county institutions for the next one year. This morning i requested anybody in this group with actual highlights to share. So far nobody seems to offer suggestion. I checked on other platforms for the information, it is not available. How then will you influence funding of the projects in your county if obtaining this information is not matter of life and death for you now? You will come back to complain after the horse has bolted? Devolved governance is about people-centered policy. It is about access information about your development needs and participating fully. People get serious.
