I wanted to take a minute an post some highlights from last nights council meeting. We had a lengthy discussion into the ongoing issue surrounding rescinding an ordinance involving initiative petitions and precincts/voting. The issue was tabled until next meeting to ensure we get proper clarification from Mr. Lambert the village attorney. Once clarification is made on the issues asked, the item will be voted on. Next we discussed the South Point Sewer District purchasing a bond from the Lawrence County Treasurer Steven Burcham office to be used for the purchase of the Stevens medical building beside Family Dollar. This sewer district money is not money that can be used for anything other than sewer improvements, repairs or operations related to the sewer district. This is not money that the Village can use for street improvements, Police, Fire or other improvements in the village. The sewer district was approved to purchase the bond to be used to purchase the building. The plan is for the sewer district to rent/lease the building to the village to house a centrally located mayors office, administration, fire/police chief office, water/sewer office and possibly a mayors court. Im sure some people will have questions concerning the village purchasing the building shortly after the Police Levy was passed. The money being used is not money that could have been used for anything to do with the Police or Fire. Next we approved the future of SPPD with its four 39 hour officers being moved to 40 hours and benefits will be implemented. We also approved to move both part time officers to 24 hours a week. This will allow SPPD to have 24 hour coverage 7 days a week unless an unforeseen emergency occurs. We also discussed the implementation of a golf cart ordinance to legalize them on certain limited roadways in the village. This would permit golf carts as long as they are being operated per Ohio Law, they have been inspected by the Police Chief for safety, they are licensed and insured. We are looking at issuing an annual inspection sticker to all carts approved by the SPPD for a small annual fee. This will eliminate confusion of golf carts being operated in the village and some saying they are legal and some saying they are illegal. This was tabled until next meeting for time for Mr. Lambert and Chief Majher to create an ordinance for the golf carts. Lastly payroll for the village employees was discussed and approved for the upcoming year.
