I was 9 years old when my mother got shot by a NYC detective who was firing his 38 handgun at a fleeing robbery suspect. The bullet hit her in the upper thigh of her leg and she went down for the count. I didnt get to see her that day as she was carried off into a building. It turned out her leather coat saved her from serious damage, no vital area hit by the bullet. She recovered nicely at home and the detective visited our apartment a couple of times during her recovery. My mother didnt sue the police or city of New York for getting shot, the saying was in those times: You cant sue City Hall. I guess she believed it. The police did pay for her leather coat, dress, and slip she wore that day. As for the thief, he got away. Just another day in the big city.
