IF IT WERE... If appropriate biddings process are done transparently for every state-owned investment projects, (road, tourist sites, bridge, trash collection, transportation...etc) and parties who violate the rule agreements are held accountable, we would have a good quality infrastructures and services and saved a lot of income for state revenue. Imagine if that were the case, our life would be much more better by now. Our happiness and prosperity has been professionally stolen by this. Some are happy with just a small fraction of what they deserve from the extent of the wealth the state and themslves legistinately own.
