IN THE 4-YEAR REIGN OF PRESIDENT BSA III, DO YOU THINK WITH ALL THE PROBLEMS LISTED BELOW, IS HE STILL WORTHY OF ANOTHER TERM-EXTENSION? Our problems under President BSA IIIs 4 years of reign are as follows: 1.1.1. corruption, 1.1.2. unemployment, 1.1.3. food-insufficiency, 1.1.4. low wages and salaries of teachers, policemen, soldiers and government employees, 1.1.5. poverty, 1.1.6. lawlessness, 1.1.7. terrorism, 1.1.8. smuggling, 1.1.9. red tape, 1.1.10. insurgency, 1.1.11. rebellion, 1.1.12. bullish external aggression at the West Philippine Sea by People’s Republic of China, 1.1.13. continued grabbing of Sabah and the Spratlys by Malaysia, 1.1.14. mendicancy, 1.1.15. LPG and power rate hikes, 1.1.16. inflation, 1.1.17. absence of peace and order at the Bangsamoro Land, 1.1.18. insufficiency of disaster preparedness, 1.1.19. collusion between and among the three co-equal branches of government, 1.1.20. non-observance of total separation between church and state, 1.1.21. non-visibility of programs and initiatives on climate change mitigation, prevention, cure, control and protection, 1.1.22. tarnished reputations of public officials, 1.1.23. misapplication and displacement of true intent of the law which must be - to uphold the right and to detect and punish the wrong, 1.1.24. non-serving Juvenile Delinquency Law, 1.1.25. impropriety in the implementation of CARP, 1.1.26. absence of coastal land reform law, 1.1.27. insufficiency in promoting cooperativism as a vehicle for establishing self-reliant, self-sufficient and self-sustaining communities in far-flung barangays as the best approach for a sustainable rural reconstruction for the welfare and empowerment of cultural minorities, indigenous people, lumads and farmworkers living below poverty line, 1.1.28. weakling-status of middle-class citizens, 1.1.29. scarcity of available public microfinancing to enhance cash flow for local commerce and purchases of commodities by the majority of citizens to 1.1.29.1. increase GDP, 1.1.29.2. VAT-revenue collection, 1.1.29.3. increase production, 1.1.29.4. encourage competition to lower prices 1.1.29.5. increase quality of domestic products, 1.1.30. non-existence of a National ID-system to 1.1.30.1. abate criminality, 1.1.30.2. smuggling, 1.1.30.3. efficient tax collection, 1.1.30.4. quick and easy arrest of criminals, 1.1.30.5. syndicates, 1.1.30.6. terrorists, 1.1.30.7. impostors, 1.1.30.8. illegal aliens and 1.1.30.9. druglords, 1.1.30.10. drug mules, 1.1.30.11. illegal drug manufacturers, 1.1.30.12. and many other bad elements 1.1.31. lack of shelter, 1.1.32. security of tenure, 1.1.33. relief, 1.1.34. rehabilitation 1.1.35. and empowerment of Yolanda and Bohol–earthquake survivors, 1.1.36. absence of free public libraries 1.1.37. congested public schools and government hospitals 1.1.38. unwise fund apportionment, utilization, check and balance and/or control and accountability of those comprising the Local School Board where the annual 1% of all real property taxes nationwide amounting to billions if not trillions of pesos known as Special Educational Fund (SEF) Thus, the bulk of the SEF does not directly proceed to educational purposes but to the pockets of mayors, governor, congressmen, PTA-officers, Schools Superintendents and of course, the watch dog-Commission on Audit and the payor –Treasurer’s Office and fund allocator – Office of the Budget Officer of every Local Government Unit occupied by a local version of a Butch Abad and of a Cesar Purisima, respectively. It’s not actually their fault to enjoy the perks because the flawed system was already there ahead of them some two to three decades ago. 1.1.39. spread of ebola virus, 1.1.40. meningo coccemia, 1.1.41. liptospirosis 1.1.42. and other fecal-coliform-related diseases and illnesses 1.1.43. fishkills 1.1.44. increase ocean acidity 1.1.45. dwindling flora and fauna resources in our marine bio-diversity 1.1.46. inefficient government officials at the NEDA, DOE, DOST, DA, DENR, DOLE, OPAPP, Climate Change Commissions, NDRRMC, DECS, CHED, DOH, CDA, DAR, BFAR, NHA, SHFC, etc. 1.1.47. ever-increasing fertilizer costs 1.1.48. unsustainable wastage of farm residues and nutrients 1.1.49. long-term, continued and excessive use of chemicals and pesticides in the farm 1.1.50. non adaptation of trial by jury in our justice system 1.1.51. non-transparent expenditures of public funds, 1.1.52. presence of unqualified and incompetent appointed officials occupying key- GOCC-positions 1.1.53. increasing OFW-repatriation and tragic stories of their plight and dire experiences abroad as well as of their family members they usually leave behind here in our country 1.1.54. traffic congestions, proliferation of illegal settlers in Manila and major cities, invocation of right to privacy as defense of accused persons in plunder cases, non-subject for review of findings of probable cause by the fiscals or prosecutors in criminal cases, weak purchasing power of the citizens, insufficient social, educational and health care services, the non-institutionalization and realization of a holistically participatory, accountable, consultative and transparent form of governance (PACT) as well as in putting in place genuine reformation of the country and its citizens.
