INBOXED Stop the Passage of the Public Order Management Bill As you are aware, the Public Order Management Bill, 2009 commonly referred to as POMP is due to be passed on Tuesday 6th August 2013. If passed in its present form it seeks to restrict or suspend the enjoyment of human rights and in this case the freedom of assembly and expression. A key focus of the bill is to prohibit public meetings that are aimed at discussing government policies and affairs of management and consequently limit the right of citizens to hold government accountable. For example, a meeting of three or more persons in a public place or a place declared as so by a police officer is a public meeting. Broadly taken, any meeting of three or more people may need police authorization. As citizens we cannot sit back and let such a draconian law pass into law to curtail the enjoyment of rights of Ugandans. How can you play your part as CSO Citizens? a) CSO mobilize your colleagues and fellow citizens to be in the gallery tomorrow 6th August at 2:00pm b) Send an SMS to your Member of Parliament and any others asking them to vote against the bill c) Send an SMS to deputy Speaker asking him to restrain himself from being used by the regime to pass draconian legislation- His Tel 0776913911 d) Send a message, email asking her to prevail over the deputy speaker to allow a bi-partisan discussion that would lead to a more harmonious position by all parties e) Use all media spaces, electronic and print , social media to mobilize fellow Ugandans And any other actions that you may deem fit.
