INSIGHTS FROM THE 2ND SEMESTER BARANGAY ASSEMBLY OF MARCH 29/14: Procedurally, the Barangay Development Council (BDC) should first be reconstituted or organized because it prepares and endorses the Annual Investment Plan (AIP) to the Sangguniang Barangay for adoption/approval) Where are the NGOs/POs who are suppose to constitute 25% of the BDC? Who are they? have they undergone accreditation process? How come a barangay submitted a copycat AIP to the City Budget Office, in our case attached to the 2014 Annual Budget without going through the BDC? Constructing a bulletin board for purposes of showing unsigned documents is nothing but a mere propaganda to project transparency for purposes of participation in competitions? That should not be the case. Taxpayers are interested in looking at the at the budget document or posting the same in a rashly made bulletin board. Taxpayers are now becoming vigilant, they want to know the actual utilization of funds,i.e. project cost, mode of procurement, the supplier and other relevant informations especially so that one SB member was reported by the Punong Barangay to have been included in the Bids and Awards Committee (BAC) but was not even informed about her designation to a very important commitee neither made to attend BAC meetings to evaluate bids submitted by bidders. In my time even my detractors were made part of the BAC. To quote Former Vice President Emmanuel Pelaez in a foiled assassination plot he said WHATS HAPPENING TO OUR COUNTRY GENERAL addressing his statement to a Marcosian loyalist general. With the PDAF scam, taxpayers are now becoming watchful. Besides, the right of the people to be informed is a constitutional right.
