INTERNAL/EXTERNAL ADVERTISEMENT 11 July 2013 DIRECTORATE: INSTITUTIONAL SUPPORT SERVICES REFERENCE # POSITION No. of VACANCIES 50002900 Remuneration and Benefits Specialist ONE (1) P07 R738,290 CTC Report To: Senior Manager Human Capital Purpose: To provide best practice Remuneration, Recognition and Reward support services to the organization including the management of benefits and Human Resources Information Management (HRMIS) Responsibilities: Financial Management • Approve Requisitions, Petty cash up to delegated authority • Prepare and analyze financial expenditure report • Prepare Human Capital budget plan Risk Management • Input and respond to: Internal Audit Report, External Audit Report, Internal Risk Report Remuneration Management • Implement Remuneration Policy and Strategy • Payroll processing :Ensure accurate monthly payroll data report, Complete, Quality assurance of data, Implemented remuneration package structures, Verify Payroll -staff payroll and members payroll, Maintain and verify Payroll package structure allocation report, Resolve payroll and benefits queries Benefits Management • Implement the Medical Aid and retirement process system. • Management of leave system Reporting • Generate accurate Remuneration and Benefits reports • Prepare and present the broadbanding implementation report. • Develop and present : IPMS Submission report, IPMS feedback reports, IPMS • reward report • Extract, analyze and present Accurate SAP reports, Remuneration and benefits • quarterly report, internal standard reports, Monthly, Quarterly and Annually Reward and Recognition Management • Implement the reward and recognition policy and strategy • Implement the IPMS awards • Implement Years in Service Awards Employment Contracts • Develop Standard Employment contracts and Fixed term employment contracts. • Implement approved remuneration packages Organizational Design Management • Ensure update of SAP Org Structure and design, SAP Positions, SAP Jobs, SAP reporting Lines, SAP Personnel Areas and Sub Areas Management Information System • Oversee the annual employee verification exercise • Oversee accurate updated SAP information. Stakeholder Relations • Resolve Remuneration and Benefits queries • Liaison with internal and external stakeholders People Management • Responsible for performance management of direct reports • Oversee the training and development plans for direct reports • Oversee the recruitment and selection of direct reports The ideal candidate will have the following competencies: Ability to: • Calculate, analyze and summarize statistical data • Explain payroll calculations to employees • Review salary rules, regulations and procedures, and recommend improvements and changes • Oversee the calculation and processing of monthly payroll in accordance with negotiated contracts, legislation and policies. • Ensure accurate reporting. • Presentation of reports Experience • Gathering, compiling and organizing salary and other statistical or personnel data • Management of employee record keeping. • Experience in administrating a Cost to Company salary module • Remuneration and Benefits experience at all levels • Experience in managing Human Resources management information systems • Management of direct reports. Knowledge • Best Practice human resource policies and procedures of organisations • Payroll policies, rules and practices of organization • Understanding of Payroll Legislation and operating system and execution • Financial systems – SAP. • Understanding of FAMLA, Treasury regulations and GRAP • Basic accounting principles • All applicable legislation • Windows operating system. Qualifications and Experience • A 3years Bachelors degree in Human Resources or BCom • 3 - 5 years payroll experience. • Experience/Exposure in Risk management, Expenditure Management and Performance Management. • Experience in administration of a Cost to Company module • SAP payroll experience.
