IOM Job Advert - Diaspora Web Portal Consultant TERMS OF REFERENCE/JOB DESCRIPTION IOM OFFICE: Dar es Salaam Tanzania TITLE/POSITION: Diaspora Web Portal Consultant (6 Months) Under the overall guidance of the Chief of Mission and the direct supervision of the Project Manager, the consultant will be responsible for implementing the diaspora web portal activities under the Migration for Development (M4D) project in Tanzania. More specifically, he/she will undertake the following: 1. Lead the implementation of all activities related to web portal development under the diaspora project in Tanzania; 2. Develop, design and set up the web portal according to specifications developed together with the project manager and project stakeholders; 3. Assist and liaise with the Ministry of Foreign Affairs and International Cooperation (MoFAIC), other government agencies and IOM offices in Kenya and UK in view of setting up, maintaining, populating and maximizing use of the web portal; 4. Train relevant persons at MoFAIC in absorbing the usage and maintenance of the portal within the ministry. This will include two training sessions on the web portal management and a the development of a user manual for populating data, editing the web portal, and linking the web portal to a number of interactive online sources. 5. Liaise with diaspora organizations and other stakeholders through the development and populating the web portal; 6. Perform such other duties as may be assigned. Desirable Qualifications • University degree in Web Design, ICT, Media and Communication, or other relevant degree; • Excellent computer skills with extensive experience in web design/development • Three (3) years minimum of experience focusing on web design/ media/ communications in a national or International NGO, or International Organization or UN system; • Excellent communication skills with native command of spoken and written English as well as Kiswahili; • Good analytical skills, ability to interpret information, identify and analyze problems and finding solutions to them; • Personal commitment with an interest in diaspora issues/development in Tanzania • Ability to maintain effective working relationships with government authorities and other project partners; • Ability to work harmoniously in a team with colleagues from varied cultures and professional backgrounds; • Ability to perform effectively under stressful conditions and to professionally negotiate with counterparts, and find creative solutions to problems. While there is anecdotal evidence pointing to high levels of mobility and a variety of trends domestically and internationally, it is not sufficient enough to enable the Government of Tanzania (GoT) to make policy decisions and programmatic interventions accordingly. Government partners have voiced the need for a Migration Profile, the creation of a diaspora web portal , and enhanced coordination amongst ministries in order to manage its migration flows through improved policies and diaspora engagement. The objective of this project is to improve evidence base on migration. In the pursuit of this objective, IOM suggests two parallel routes: 1) the creation of a national Migration Profile and 2) the creation of a diaspora web portal. Migration Profiles intend to strengthen the evidence base and broaden evidence application to migration policy making. The result is not merely the production of a national profile, but the process itself which entails: facilitating regional processes such as Regional Consultative Processes and Regional Economic Communities through information-sharing at the regional level; supporting national and regional initiatives to mainstream migration into development plans through country analysis and monitoring and evaluation of outcomes; and promoting discussion about migration policy, coherence and coordination between a large range of ministries . In term of activities related to the Migration Profile, IOM will hire a consultant for the duration of twelve months to gather data through meetings with an interministerial task force on migration; undertake field trips to key areas with high mobility; and hold consultations with a variety of key stakeholders including other UN agencies, NGOs, etc. The Migration Profile will be a solid document, endorsed and owned by relevant ministries through a consultative process and will also serve as the background material for the GoT to ultimately achieve the mainstreaming of migration throughout Tanzania’s national development policies. The web portal will be created by an IT consultant who will be responsible for, in coordination with focal points at the Ministry of Foreign Affairs as well as IOM staff, inserting and updating the relevant information on Tanzanian diaspora. Compilation of data will require liaison with relevant authorities in Tanzania, diaspora organizations, Tanzanian Embassies in the targeted countries of destination, and other key stakeholders in the selected countries. IOM envisions that the Migration Profile and the web portal will result in the enhanced willingness by several ministries to use migration data in order to achieve higher levels of national development. The presence of a web portal where members of the diaspora can actively engage with the GoT in order to exchange ideas, skills and knowledge it is hoped will facilitate the actual return of nationals who can assist in sectors which are lagging behind and hindering Tanzania’s development. Similarly, the presence of a solid migration profile could enable the GoT to develop policies where the benefits of migration can help achieve development. This project may be relevant to enhance development in sectors such as health, labour migration, education and many more depending on how the GoT decides to utilize the results.
