ISLAND: TRINIDAD & TOBAGO EMPLOYER: FLOUR POSITION: PROJECT AREA MANAGER Job Description: Employment Contract Duration - Two (2) Years Overall Purpose of Job: This position establishes an execution framework on a project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. The Area Lead is required to lead a multidisciplined project team (Engineering, Project Controls, Procurement, Construction Management and HSSE) through execution of various phases of engineering projects both onshore and offshore. Primary Job Duties/Functions: 1. Plans and executes project management responsibilities on a small, low risk services project or on an assigned segment of a larger project, including coordination of design, procurement, and construction activities. 2. Develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the project management team while working on segments of larger projects. 3. Directs execution of all aspects of the project in accordance with the scope of the contract, and develops a complete understanding of any relevant subcontracts. 4. Establishes and maintains project requirements for safety, quality, and productivity are met in all locations managed by Fluor where project work is being performed. 5. Establishes and defines the project organization, the project staffing requirements, and coordinates staffing with supporting organization managers. 6. Provides strong, effective and decisive project leadership and establishes an execution framework to provide the quality, value, timeliness, and profitability of the total project execution (EPCM, commissioning, startup, and operations as appropriate to the project scope). 7. Establishes and maintains effective client relations to achieve active cooperation, prompt payment, and stimulate the desire to award follow-on work. 8. Establishes and maintains operationally consistent work processes that enable work sharing to be effectively executed between multiple offices and construction sites. 9. Establishes and maintains an efficient and cost-effective project environment. 10. Provides an environment for the development and professional advancement of project personnel, including providing on-the-job and formal training and development opportunities. 11. Understanding of project controls and finance including scheduling, progress measurement, risk assessment, code of accounts, work breakdown structure, change management, cost control and estimating process and planning. 12. Compliance with all applicable policies, procedures and global standards. 13. Travels to attend business related matters. 14. Meets expectations on attendance and punctuation. 15. Other duties and responsibilities as assigned. Working Conditions: 1. Generally favorable indoor office workspace 2. On-site project workspace which may include moving, mechanical parts and vibration; high, precarious places; fumes or airborne particles; and various levels of outside weather requiring the proper use of PPE. Basic Job Requirements A) Qualifications and Experience: 1. Accredited Bachelor’s degree in any Engineering discipline 2. 6-10 years of work-related experience - Requires at least 3 years of experience as Project Engineer or Specialist, or a project role of significant capacity such as Project Controls Lead, Contracts Lead, etc., and at least 3 years experience as a design or construction engineer on projects 3. Demonstration of successful performance as an assistant Project Manager or senior project engineer on small to medium sized projects (as defined by the Business Group) or having proven his or her capability in a projects role on large sized EPCM projects 4. A Project Management career path can be completed by persons without engineering or technical degrees, but requirements for office and field project experience will be longer and more stringent in order to assure technical understanding of the needs of the project and the client B) Knowledge 1. Basic understanding of Design, Engineering, Procurement, Material Management, Construction and Commissioning, work processes, sequencing and interfaces 2. Project Controls and Finance including basic understanding of: a. Scheduling (including manpower loading) b. Progress Measurement c. Risk Assessment and management d. Code of Accounts e. Work Breakdown Structure f. Change Management g. Cost Control h. Estimating process and planning 3. Appreciation of key elements of Contract Law 4. Regulatory Requirements including Permitting C) Necessary Project Management Attributes: 1. Demonstrates Innovation, initiative, maturity, and sound judgment 2. Initiative and independence- self driven and motivated with little need for day to day supervision 3. Proactive – goal orientated with the initiative to influence events positively 4. Ability to resolve complex problems and to be comfortable in complex project or business environments 5. Ability to think and work rapidly 6. Mobility – for example, relocating to site locations when necessary 7. Adaptability- ability to maintain effectiveness in changing circumstances 8. Stress tolerance- ability to maintain performance and remain calm under pressure 9. Client Focus – ability to understand client’s business needs and respond to them without compromising Fluor’s integrity or profitability. Other Job Requirements 1. Intermediate level computer and software skills to include the use of word processing, email, spreadsheets and electronic presentations 2. Good oral and written communication skills 3. Ability to work in detail while in a time and cost effective manner Preferred Qualifications 1. Upstream project experience 2.
