If the president of Nigeria couldnt insists that all state governments run legitimate democratic government at the local government level instead of appointing their cronies as transition chairmen , a practice not accommodated by the constitution, one wonders how the president can tackle terrorism. I think those who close their eyes while the local govt federal allocations are hijacked by the state govts would also do same to terrorism since they directly or indirectly gaining from the developments. If a country is unable to contain insurgency in just one region for the past three years, then imagin what the situation would be by the time that the becomes wide spread. I am yet to see what the fed govt is doing to address there issues of corruption which is directly linked to terror activities.
