If you see a dog tied up and in flood waters up to his neck, please do what you can to untie the dog. And please try to find a safe spot for the dog thats away and out of the flood waters. Just like you and me, they can only swim and tread water for so long. They will eventually get fatigued and cold, and thus, risk drowning. If you can, take the dog with you until their human arrives or at least until its safe to return them, that would be best. There are many people that need help and there are also many animals that have nowhere to go, and for some, these animals are not considered a priority so its up to the kindhearted and compassionate people to help them out. Do the best you can. And remember, swimming isnt necessarily an innate ability for dogs. Some dogs can swim and love the water, some can be taught to swim, but there are others that dont want to have anything to do with the water at all. Some dogs will panic when in water.
