Im not sure there is any greater sign of the disconnect between research (learning) and school than a student griping about how a professor or teacher makes them cite a short paper. Perhaps the teacher who thinks it is rational to say you dont have to cite this paper because I am not evaluating that on this assignment rubric. Because the ONLY reason we cite things is to prove we know the order in which citations happen, and only when it counts?
