In 2013, the gross domestic product (GDP) growth of Bac Giang province was estimated at 8.6 percent. The tax policy system is perfected since many tax policies have been issued, amended and supplemented. The Bac Giang Provincial People’s Committee directed the implementation of Plan No. 06 concerning the implementation of Resolution No. 01 and Resolution No. 02 of the Government. The reform of administrative procedures and transparency of tax laws and policies has helped reduce the time required to complete tax procedures. The time spent on tax inspection at taxpayer head offices was reduced from 7.64 days per visit to 7 days and the time for tax examination at taxpayer head offices was shortened from 4.8 days a visit to 4 days. In 2013, State budget revenue of Bac Giang province was VND2,499 billion, 22.8 percent higher than the initial estimation. Bac Giang Tax Department attributed the success to the effort and unity of all officers and civil servants. Right from the beginning of the year, the department has focused on reviewing and managing income sources to urge its subordinates to collect taxes. In addition, the department has actively cooperated with relevant units to ask the Provincial People’s Committee to issue regulations on coordinated management of state budget used in basic construction in Bac Giang province. Hence, it has timely collected taxes related to basic construction. Besides, with the slogans “Joining hands for tax administration reform” and “Great effort, high determination, unity and creativity to overcome difficulties, strive for successful tasks in 2013″, the tax system created the most favourable conditions for taxpayers to perform their tax obligations. The tax agency built the “single-window” location where both taxpayers and tax officials felt very happy with their work results. The application of online tax declaration also helped reduce tax administrative procedures, cut travelling and printing costs, and shorten the required time for taxpayers to complete their tax obligations to the State. In 2014, forecasting that the economy will continue to face difficulties, the department will focus on analysing and assessing forecasts of factors that affect production and business development in the locality to advise the People’s Committees at all levels on mechanisms, policies, administrative procedures with the aim of supporting businesses to deal with difficulties and problems emerging from production and business processes and support organisations and individuals to speed up investment. The department also organised new tax policies effective from January 1, 2014 and promoted tax reform in the 2011-2020 period as planned. With the potential and growth of Bac Giang province plus the public administration reform in the light of the Government’s Project 30, the Bac Giang Tax Department is heading towards the value considered important to the tax sector: Transparency – Professionalism – Integrity – Innovation.
