In Manitoba, the first case that comes to mind is Vince Li, responsible for the death of Tim McLean~ Those not criminally responsible will have tougher time getting released By Jessica Hume ,Parliamentary Bureau Monday, November 25, 2013 08:41 PM OTTAWA - It will be tougher for individuals found not criminally responsible (NCR) by the courts to be released into the public, Justice Minister Peter MacKay said while reintroducing legislation in the House of Commons. MacKay announced the reinstatement of the governments Not Criminally Responsible Reform legislation Monday and explained to reporters why a new, high-risk designation enshrined by the legislation is important. Through the creation of a new high-risk designation process, we will ensure that those accused who meet the NCR higher risk threshold are no longer a threat to their victims or Canadian communities, MacKay said. He continued that the new legislation contains three main components -- it puts public safety first, creates the new high-risk designation, and enhances victims rights by giving them the option to be informed of when NCR people are released into the public and where they reside. MacKay said these changes will give Canadians reassurance about the ability of the justice system to protect victims of crime. I believe Canadians expect their justice system first and foremost to keep them safe from dangerous individuals, he said. There have been some recent high-profile cases involving accused persons found not criminally responsible present in the news cycle. This has caused the public to feel unsure, less confident and push for laws that clearly emphasize public safety. NDP justice critic Francoise Boivin said she was relieved to see amendments made in committee meetings were left in place. We did a lot of work consulting with victims and criminal experts, she said.
