In a deal hailed by both sides, Oaklands City Council agreed Tuesday that the costs of major upgrades to rent-controlled buildings cant raise rents by more than 10 percent in a given year and that only 70 percent of the cost of the upgrades can be passed through to tenants. Oakland, unlike most other Bay Area cities, allows landlords to pass 100 percent of capital improvements to tenants over a five-year period. In some cases, that has allowed landlords to raise rents by as much as 112 percent and, tenant activists say, push out longtime residents to make room for new, higher-paying tenants.
