In a new twist to the ‘confrontation’ between National Conference and Congress over the Ladakh Autonomous Hill Development Council (LAHDC)- Kargil, the NC councilors will submita vote of no confidence against the Congress leader Asgar Karbalai tomorrow in a bid to ensure new elections. Karbalai is Chairman of the Council.A senior NC leader, who is member of the LAHDC-Kargil, said they havebeen observing for long that Karbalai along with eight of hiscouncilors from Congress are “giving a cold shoulder to NC councilors.”“He has been also ignoring the pro-NC people and the areas where NC vote-bank is strong. This forcedus to go for the vote of no confidence motion against Karbalai,” he said.He accused Karbali of “transferring two engineers out of Kargil district because their parents were affiliated with NC.”He said at least 10 councilors of NCwould submit the motion to Deputy Commissioner Leh Muhammad Sadiq Sheikh on Saturday after which “there would be a massive rally that would start from Islamia School Kargil.”“It is the DC’s prerogative how he would deal with the no confidence motion,” the NC leader said.Senior NC leader and LAHDC-Kargil Councilor, Ghulam Hassan Khan said DC is the supreme authority to take decision on the motion. “At least 10 councilors should sign the motion against the Chairman and we have done that. What remains tobe seen is whether DC would fix the date for proving majority soon or wait for code of conduct to finish,” he said.He, however, claimed, “We have 16 members, which is majority.”Sources said NC leaders have played a strong card to ensure that the Council headed by Congress is dissolved at this juncture. “Lok Sabha elections are round the corner and Assembly elections are nearing, so the dissolution of LAHDC-Kargil will make a huge difference (for NC) in both polls,” they said.Sources said either the DC has to choose a day when the Chairman ofthe Council has to prove the majority. “If the chairman fails to do so, the Council stands dissolved and accordingly new dates for elections would be announced,” they said.Talking to Greater Kashmir, Karbalaisaid he knew NC would play a spoilsport. “They are angry with the Congress leadership in Kargil. As far as the majority is concerned, we have it and it will be proven,” he said.
