In case you were wondering what all the fuss is about, here are some of the major changes in the Third Constitution Amendment Bill: • Size of National Assembly (NA) to increase from 72 elected MPs to 96 members • Presidentially-appointed members of NA to increase from 6 to 8 and have voting powers • Size of National Council (NC) to increase from 26 to 42 members • Regional Governors to become constitutional posts appointed by the President • Creation of the Presidency to include the Office of the President, the Office of the Vice-President, any relevant ministers, the National Planning Commission and the Intelligence Service. • Deputy President post created – to be appointed by President from NA ranks but then withdrawn from NA • The quorum for ordinary sessions in the NA to be 28 • The quorum for voting sessions in the NA to be 53 • The quorum for ordinary sessions in the NC to be 14 • The quorum for voting sessions in the NC to be 21 • Creation of Boundaries Delimitation and Demarcation Commission as permanent body • Creation of Parliamentary Service Commission • Provision for run-off votes in presidential election • Electoral Commission of Namibia becomes constitutional body • The Intelligence Service becomes constitutional body
