In the October issue of Current History, Pavel K. Baev explores Russia’s "ambitions and anxiety" in the Arctic. Baev says Russia’s Arctic policy has changed little since the cold war: “Militarization and resource rent extraction are the two strongly pronounced and essentially defining features.” He also contends that Russia’s relations with its Arctic neighbors have become increasingly “incoherent,” as it is “actively promoting collaborative development, but prioritizing the strengthening of its own sovereignty.” Despite this disconnect, “the Arctic presents the best opportunity for Russia to preserve a space for cooperation” and move away from self-isolation. Baev is a research professor at the Peace Research Intitute Oslo (PRIO).
