In very high skyscrapers there is this concept of vanity-height, the distance between the highest usable floor and the top. This part of the construction serves no real purpose except to give you bragging rights about its height. The Burj Al-Khalifa, for instance, can only be used for about 2/3 of its height (and 50% of the space below that is still empty for lack of interested tenants by the way). This new project takes the prize. Less than half of it actually serves a purpose. The rest, to the tune of $1billion or so, serves none whatsoever. What a waste. Educate your citizens instead dudes.
