Inmate of the Month - Fashions in Hats For over a decade almost every inmate photographed at McNeil Island Penitentiary is wearing a hat, as they likely did on a daily basis outside of the federal prison. The hats abruptly disappear from the mug shots in 1918. The photos illustrate the wide variation in mens headwear during the early 20th Century. A few of the many styles are shown here. Were their hats returned to them on release or did they wear them in prison as well? We do not know. Department of Justice. Office of the Superintendent of Prisons.
