Is it me or does it seem like PWCS is very good at spending other peoples’ money? Namely the taxpayers. On 12/10/13 the BOCS agreed to appropriate $3,100,000 of the year end funds for parks and recreation facilities. Here is the breakdown: Turf and lighting @ Gainesville MS $1,000,000 Turf and lighting @ Saunders MS $1,000,000 Auxiliary facility/fields improvements Fuller Heights Park $150,000 Auxiliary Facility at Veterans Park $300,000 Light two fields @ Long Park $400,000 Light rectangular field @ Godwin MS $250,000 The BOCS assigned only 2 million for the fields/lighting at Gainesville and Saunders MS. The school board rewarded a bid for $2,196,996.97. Additional cost are associated with Moseley Architects, Whitlock Dalrymple, and Ross, France and Ratliff for services provided. The schools are spending at least 19% more than the BOCS appropriated for these two MS. PWCS staff time is also involved and may not be measurable. What will these projects really cost the taxpayers? Since the project is already over budget will lighting or facilities be cut at Fuller Park, Veterans Park, Long Park or Godwin? Or will the schools add another student to an overcrowded classroom, provide less paper next year, cut more SPED funding all while they beg the BOCS to give them more money for sports or to tax the citizens more? Capital improvements are not cheap or free, the school administration can at least try to stay within the budget and question when they go over. Side note - Yes Milt Johns, I am aware that $196,996.97 plus change will not solve the schools problems but I am not under the mentality that we should just spend it then. These are the pennies, nickels and dimes we keep trying to remind you of. Here are the cost associated with the two middle school fields only: - The two middle school turf fields and lighting are listed as a Moseley Architects project. PWC and PWCS have purchasing departments that are capable soliciting the bids by Moseley initiated and oversaw the bidding process. The objectives of this field exploration were to determine the physical and geotechnical engineering characteristics of the subsurface soils in the proposed construction areas, to evaluate those conditions with respect to the proposed construction, and to provide geotechnical design parameters and construction considerations relevant to the geotechnical aspects of the proposed light towers. COST TO THE TAXPAYERS $_____??? - On May 28 PWCS approved the lowest responsive bid, there were only two responsive bidders. The cost $2,196,996.97. Why was this not rebid? This bid was approved on the consent agenda, no discussion in open forum took place.
