It is one year since states adopted a long overdue human rights-based global Arms Trade Treaty. One year later, 43 of the 155 countries that supported the adoption of the treaty have gone no further. They have failed to either take the formal step of ratifying the treaty or the symbolic but important step of signing it. Canada, to our shame, is one of the 43.
