It is very difficult to make a real development in our country. That I have realized today. I went to the panchyat bhavn of thuna kalan of the sehore tehsil of the Sehore district for professional documentation of good governance at the panchyat level., as I told day before yesterday I was overwhelmed to see the whole after reaching there starting from the building , indoor furnishing with the colorful curtains on the doors, , the meeting hall with the photographs and fixed LCD TV on the wall with the high speed internet connectivity , the offices with alimrah having arranged office files ( some photographs are given below ) I was so satisfied that as per my habit delivered a lecture that if our peoples do all the democratic decentralized work in this manner, the people will find their solution of all the issues and our country will reach on the top of the globe. Later, they showed the files where the distribution of the benefits of all the States schemes in the rural development and the names of the beneficiaries are recorded in the files in very nicely arranged in order, with the transfer of the fund to the respective bank account of the individual beneficiaries ( few photos were also snapped). Until that we could not understand the management skills of the past Panchayat secretary, who had the degree of MCA. Afterwords, when I asked them to show the records of the gram sabha meeting , then they came into a stress as I observed on their faces. They showed the records of few meeting where the attendance did not fulfill the quorum. I asked them in the villages there are 538 households and total gram sabha member is 1568, but the attendance was so meager, even it did not fulfill the required the quorum. The lady Pachayat secretary started smattering and explained that there were few people who did not sign on the register as they did not find their matter had come into the agenda. I made out the process of conduction such public meeting. Afterwards, when we proposed to go the village along with them to verify the facts they showed, they prevented us not to go over there on the plea that there have been an car accident on the road beside the village and resulting into a death, so there was much grief among the villagers. They avoided the matter in a tricky way. We are returning to Bhopal. On the way we took our lunch and decided to go back to the village Thuna kalan. After reaching to the village we enquired the matter whether any accident took place last night. Nobody responded yes. Latter we verified the equality of the distribution of the fruits of the schemes. We find the statements as pros and cons of the activities of the Panchayt. Some bodies have got benefits and they praised them, but the majority criticized in this manner that when I asked them to give marks on them within ten , they said 0, 1 or 2. However, our case study development on the best practice of the good governance on the criteria of participatory, following the rules, effectiveness and efficiency, transparency, accountability, conscious oriented, equitable and inclusive. In all the spheres there are lot of contradictions between the e-governance and the reality. I became so annoyed that I tried to call up the CEO janapad, who had told that we could not imagine what development had taken place in the 144 gram panchayts in the Sehore district. We returned with a lot of frustration.
