It was the Rules Committee that determined when and under what conditions bills could be brought up for formal consideration by the entire House membership. Rules Committee chairman Howard W. Smith of Virginia, a longtime opponent of civil rights, refused to grant the bill a rule before the end of 1963. When civil rights advocates, including Congressman Celler, threatened to sign a discharge petition to free the bill from the Rules Committee, Smith promised to grant a rule early in January 1964. The Rules Committee finally cleared H.R. 7152 for floor consideration on January 30, 1964. - See more at: congresslink.org/print_basics_histmats_civilrights64text.htm#sthash.Ult1TDzK.Kwpmn2g0.dpuf. WASHINGTON, DC – U.S. Congressman Pete Sessions (R-TX), Chairman of the House Rules Committee, today released the following statement welcoming Congressman Steve Stivers (R-OH) and Congressman Doug Collins (R-GA) to the Rules Committee: Dec 15, 2014 “As a fellow Eagle Scout and proud American, I am honored to have Congressman Steve Stivers serve on the Rules Committee for the 114th Congress. Congressman Stivers has bravely served our country for 28 years in the Army National Guard, having received the Bronze Star for his exceptional leadership and accomplishments during his time overseas. As a small businessman, Congressman Stivers brings a vast amount of experience to the Rules Committee, and I look forward to the work we will accomplish together. “As a man of great moral character, Congressman Doug Collins will be another outstanding addition to the Rules Committee. After the September 11th attacks, Congressman Collins selflessly joined the United States Air Force Reserve Command and served as a Chaplain. Congressman Collins is a hard-working individual who believes in the American dream, and it is my pleasure to welcome him to the Rules Committee. “Both of these Congressmen are exceptional individuals and leaders who have made positive impacts on their home districts and the United States as a whole during their time in Congress. I am thankful for their remarkable service to our nation and look forward to working with them in the 114th Congress.”
