JONGLEI FOOD SECURITY PROGRAM Mid Term Evaluation Consultant Firm - ToR APRIL 2013 1. Program Background The Jonglei Food Security Program is a Development Food Aid Programs awarded to Catholic Relief Services (CRS) and its partner agency Save the Children International (SCI). This program is funded by U.S. Agency for International Development/Food for Peace (USAID/FFP). The goal of the program is to improve the food security of 149,661 chronically and transitorily food insecure households in eight counties in Jonglei State by 2014 through strengthening community resiliency, improved crop and animal production and improved market linkages. JFSP is implemented in partnership with the Ministry of Agriculture & Forestry and the Ministry of Livestock & Fisheries in Jonglei State, Republic of South Sudan The Jonglei Food Security Program intends to engage the services of a consulting firm to conduct the mid-term evaluation of the program. The purpose of the mid-term evaluation of JFSP is to improve program effectiveness and efficiency and to inform specific future program decisions. In order to contribute to this purpose, this mid-term “process” evaluation will focus to review implementation processes for producing planned “outputs” and the program logic reflected in the results framework to determine whether the program is likely to achieve the intended results, objectives and impact. The evaluation further seeks to identify successful strategies, challenges, ways for improvements, and lessons learned. The objectives are: 1. To review the progress towards achievement of stated JFSP program objectives and intermediate results and determine the likelihood of achieving target results. 2. Make specific recommendations on how JFSP can improve its strategies and program interventions to enhance its performance with respect to the above mentioned objectives. 3. To identify, explain, and learn from successful strategies being implemented by JFSP. 4. Identify and learn from challenges and unsuccessful strategies within the program. 5. Review service and input delivery mechanisms and the quality of services (i.e. training, sensitization sessions, farmer field school or other learning approaches used) and inputs (i.e. tools distributed). 6. Understand stakeholders’ views on or perception of project interventions, i.e. what is working and what adjustments need to be made. 7. To assess the synergy between various JFSP program components including linkages with Government of South Sudan and other development programs, and its effectiveness in enhancing the program performance. 8. To familiarize the JFSP M&E staff with qualitative data collection methods and analysis. 2. Consultant Firm Qualifications • MSc (6) /BSc (8) in Agriculture, Social or Development Studies • Proven experience in implementing qualitative mid-term evaluations for food security, livelihoods and disaster risk reduction. • Demonstrated experience of qualitative data collection methods and analysis • Prior experience in coordinating mid-term evaluations in South Sudan, with USAID/FFP Title II programs is highly desirable • Leading teams and staff capacity building (training and field technical support) • Working under time pressure and difficult conditions. • Good command of English language, excellent report writing skills, report layout and formatting. 3. A financial proposal which describes the budget that you require to complete the assignment on time with specified quality iii. Copies of final report of two similar mid-term evaluations that you conducted in the past three years iv. Letters of satisfaction from clients for whom you led similar evaluations in past three years, (if you have any).
