Jagjit Kaur REASON OF JAGJIT KAUR (PUNJAB)SITTING ON DHARNA FROM 20 MONTHS (24×7) I take the opportunity to tell you about my case story .I am Jagjit kaur (Punjab) D/o Joga Singh R/o Village-Siahar, Tehsil ,District- Khanna, Ludhiana, Punjab . I belong to a good cultured family of Punjab. I have been national volleyball player in my school days. In the year 2010 I gave the 40,000/- (Forty Thousand Rupees Only) to person known to me an agreement bond when I went back to him to ask the money back he refused to pay it back so I took this matter to the police was I had the agreement of that person with me and I ask the police to take action on him but they refused to do it then I went to senior officer SSP Naunihal Singh to meet him and ask him to take some action when I when to police station the officers who were present there said that he is not there in office he is in resident camp house which was there in the campus only then I went there to meet him along with 3 senior persons who come along with me from my village. The reader staff who was there at the camp house asked me to go alone inside the room to meet the SSP Naunihal Singh when I went inside he was doing his routine Job. He asked me to sit and asked me about the matter and he took my complaint and marked it to the Police Station where that person who took 40,000/- from me used to stay. After that he ordered for a coffee for me after that while having the coffee he was roaming here and there. There were 2 doors in that room one was already locked and door from which I entered I don’t know when he locked it from inside, I was sitting on the chair and he holded me from back and started misbehaving with me and when I tried to push him away he holded me more lightly then I started shouting so them the aged people who came along with me can hear me and save me but when they tried to enter the room the police officers who were there outside dint allowed them to enter the room where I was locked with SSP Naunihal Singh, the Police Officer who were present there started beating those people very badly by the Police Officers were Sardar Karam Singh, Sardar Baksesh Singh Sirender Singh all of them were more than of 50 years of age who were beaten by the Police, when the police officer were beating the people who come along with me SSP Naunihal Singh raped me inside the room when I came outside the room I found that the people who come along with me were not present there at the waiting room not near my Car. Before coming out SSP Naunihal Singh requested me and folded his hand not to discuss whatever happened me and said please forgive me I din said anything at that time because I was afraid of my life and I just wanted to come out of that room. After coming out when I asked the reader where are those people who come alongwith me they said that they locked all of them in the reader room because they did not understand how the police works. After when I told them that yours SSP Naunihal Singh has raped me after listening that the police officer who were present there got angry on me and they called up SSP Naunihal Singh and told him that I am saying like this. Then SSP Naunihal Singh ordered them to beat me as well after getting his orders police officers started beating me as well very badly and broke by legs and hand. They through me on floor and starting beating me with the stick due to which I got fracture on my right hand and floured on my rights leg finger and then they locked me also in the reader room along with other people who come along with me after they took us to police station of sangrur the inspector in-charge who was present there was Randhir Singh ASI he called up the SSP Naunihal Singh reader Gurmeet Singh & Constable Paramjeet Singh both of them come to the Police Station and again started beating us then they told us that if you will tell anyone about this instance we will put illegal arms act case on all of you and put all of you in jail after that they took us from the police station of sangrur and took us to Ahmedgarh police station in their official cars were SHO Amrit Pal was present he wrote a DDR that we got an bus accident due to which we got all these inquires after that they droped us at our home in Siahar in there official cars and Inspector Randhir Singh of Sangrur and SHO Amritpal Singh a accompained us. In morning everybody in my village came to know that I have been raped by SSP Naunihal Singh and beaten up badly the police. Then my complete villagers supported me and took me to the hospital of Kookala for the medical where I got plaster on my right hand and then my villagers took me to the office of SSP Naunihal Singh in Sangrur. First we went to the local police station of sangrur on 17th June 2010 but they refused to file an FIR and said we cannot go again our senior officer please go and meet him only then we went to meet again SSP Naunihal Singh they took our complaint but dint gave any receiving of that compliant they gave us the copy of the order which comes and 1624 (1) act under this act he marked my complaint forinvestigation to DCP Sukhdev Singh Morykotla. In that complaint also he dint mentioned himself he just marked it towards his reader staff we come back after taking the copy of the complaint and my second medical was conducted at Sidhu Hospital Doraha on 18th June 2010 after that second complaint was given to district magistrate Sangrur district magistrate Sangrur marked the complaint to the Junior Officer SP headquarters 1638 (1) for investigation after that third complaint was given to DGP Paramveer Singh Gill marked the complaint for investigation to SSP Gurmeet Singh Randhava Faridkot then fourth complaint was given to human rights Commission Punjab they marked that complaint to ADGP for investigation ADGP forwarded it to IG stating multiple investigation has already been done so please don’t do anything more in this case after listening this I was completely shattered then I took out rallies in Chandigarh against CM during this span of time they suspended the reader staff of SSP Naunihal Singh for 4 ½ months that also not in my case but in some other case. The reason which they gave for there suspension was that they don’t use to take proper action when people use to come to then to file there complaints and they use to misbehave with people after putting the reader staff of SSP Naunihal Singh for 4 ½ months they asked them to rejoin there duty. In all 3 investigation I produced 388 witness attested by district magistrate first the investigation was done by SP headquarter in that they mentioned it was a holiday on 16th june 2010 from this investigation SSP Faridkot was satisfied and DG was also satisfied with them. Then I hired advocate of Punjab Haryana High Court Fariad Singh filled SLP in the Punjab Haryana High Court in which he just asked for the police protection for me but not for an FIR against in case. So, it was dismissed from the court because till the time FIR is not filled in the case how can I get the police protection after that I look the certified copy from the court and filled it is supreme court. I hired advocate Anant Mishra he also did the same. I again file SPL in Punjab Haryana High Court in personal on the basis of Human Rights Commission to investigate in my case from senior Police Officer (ADGP). In this they filled a case against me under SC/ST act and put me behind the bars and seized my passport which I haven’t got back yet I got bail in that case after 3 days and SPL which I filled in personal got dismissed and disposed of from the high court when I asked regarding this so I was told that if you will ask any further question we will put you behind bars again. They asked me to challenge the investigation report of ADGP and come back after a week we will give you justice. After that I challenged DGP investigation report in Dec 2012. I got a letter it was mentioned that my case in being investigated by IG Crime Shasi Prabha, I got notice from them for 2 times but they did let me meet her I still have those passes which me .In third notice they mentioned that they have asked me to meet them 3 times but I din turned up which is not true. In this I come to know about the gang-rape in Delhi. So, In hope to get justice from Delhi I come to Delhi in 12th January 2013 sat on hungry Strike my hemoglobin was low and 3 gram blood was left in me. Then I come to know that I have stone in my body due to the pain of that I went in coma and I was admitted in hospital five people gave me blood all my reports were negative at that time also my MLC was done but again my IO in my case. My Mother & Brother came to Delhi to meet me , after listening about me my father got expired due to heart attack. After getting discharge from the hospital I again come to Jantar-Mantar and sit on Hungry Strike again. As my condition was not well I was not told about my father death. After sitting on hungry strike for 27 days I broke my hungry strike as Kiran Bedi & Mamta Sharma told me that they will get me the justice. Even Sushma Sawraj said in front of media to Punjab Government to file FIR in my case the Women NGOS in Delhi tried to convince me do a compromise with SSP Naunihal Singh in front DCP parliament after that I sent the case history and complaint to PM and other 27 Government Officers in Delhi. I sent the 570 pages RTI all of them which was sent to Punjab DGP & Governor as well during this I sent my case history to UNO & American President Barrack Obama as well I have taken out 17 rallies and burnt clone of all the culprit leader of India and SSP Naunihal Singh. Everyone has said that we will get you the justice but nothing has been done in my case so far. Then I got to know from Punjab Police that he is an IPS officer of center say and when I went to center they said he is as IPS officer of Punjab. It’s been 14 months I am sitting on protest at Jantar-Mantar 24x 7 alongwith 5 aged people from Punjab and support from young generation in Delhi but noting has happened yet in my case and on the other hand SSP Naunihal Singh has been promoted as DIG Punjab. Recently Verma committee has passed a law even a wife can file FIR against her husband if he tries to get forceful on her and they also said if the police refuse to file an FIR even the FIR should be file against the police as well then why this is not applying in my case he is not my husband he is an outsider. Am I not a daughter of India here people protest to get donations, for getting permanent jobs, To get more salaries etc. but I am not here asking any money or any job I am just demanding to file an zero FIR and investigate my case fairly. I din asked to give capital punishment to SSP Naunihal Singh. I don’t want to be a Seeta of this generation or do suicide I want to fight for my right which I will do till the time. I am alive there are few question Which I would like to ask and I need the and the answer of these question. From everyone including common people what has happened to me. 1. How is possible that 4 people got stuck I window in of bus and all got hurt. 2. At 2 am in night which marked was open in which we went for shopping. 3. If we got hurt what was the need of getting DDR 4. FIR in my case was supposed to file in the Police Station under judicial of IPS Office. 5. They money which I gave to that person was on agreement it’s a court matter. I just went to police to ask them to get it done soon as the court process is really long and I din had that much time as I came from UK and I was support to go back to Tokyo Japan if it was court matter why did SSP Naunihal Singh marked into ITTO SHO Maraykotla. 6. IO in the case said that in his investigation that on 16th June 2010 was holiday so how is it possible that my complaint was marked. 7. One side IO officer said on 16th June 2010 was holiday how is it possible that reader staff can write in there written statement that I tried to created eminence in their office. 8. IO said that all the 388 witness are false how is it possible? 9. If nothing was happened on 16th June 2010 with me then why did they suspended reader stay for 4 1/2 months? 10. Why did my case investigation was not done by any senior officer over the rank of SSP was done as the accused was on SSP rank. 11. Why did any senior officer din did the investigation after getting the orders from Human Right Commission and how can they close a case without any investigation on the basis of multiple enquiry. 12. When I asked from court to ask any senior officer to investigate my case why din they directed to anyone? 13. First and most I want to know whether that he is a center government IPS officer on Punjab Government IPS Officer. 14. For 2 years my case was pending in Punjab and now it’s been 14 months in Delhi is that matter should be pending in center for so long. 15. Am I post master to file complaint in different gout officer to file RTI the whole life? The answer of my RTI is still pending why? 16. How you seen any alive women sitting alone for a protest from part 3 year 24x7 when nothing happened to her am I am liar? 17. If I was a lies. Why SSP Naunihal Singh din and any of my question till yet? Amy why din refilled any case against me? 18. It this SSP Naunihal Singh is not a man he cannot do rape is he a kimer. 19. Why all this politician does not want to get in my case as they think it’s a rape case. I am living with it why cannot they get me justice? 20. The people who don’t have any service don’t have any right to live. 21. Is this judicial System is just for people who are influential not for common person. Do the politician don’t bribe advocates & judges. 22. Will I get the justice from CBI or CID? 23. Will I get the justice in this life or not? Do I have to sit her for my complete life living without my family? 24. If I don’t get the justice do I have to take the law in my hands? 25. I even asked for a brain mapping test of SSP Naunihal Singh but it was not done & even I said that I’ll pay all the expenses of it. 26. If I am Allier why me & my family got life threatening attacks. 27. If all the senior police officer like DIG, DGP are right on their place why they come to my home from past 3 years to convince me to take the complaint back again the SSP Naunihal Singh. 28. Why even DCP of parliament street police station & NGO’ s ask me to do compromise and forgive IPS Officer Naunihal Singh if nothing was happened? 29. Why instead of filling my FIR again DIG Naunihal Singh cases FIR filled against me and on what basis. 30. Even the Law Minister of India in not interested in my case why? Just because the culprit is a high profile person? 31. Will I get the justice from god not from the law and order of the country?
