January 9, 2015 Statement by the Association of Independent California Colleges & Universities Regarding the Governors Budget proposal regarding Cal Grant Program: The Governors proposed 2015-16 budget includes positive news for California’s continuing economic recovery. However, we are disappointed that the budget continues to reflect an 11.3% reduction to student financial aid via the Cal Grant program, specifically for students who will be attending California’s private, nonprofit sector of higher education. These reductions are counter intuitive to the Governor’s objectives of increasing the number of baccalaureate degrees in the state, closing the achievement gap in higher education, and getting student through in four years. The program and partnership with the nonprofit sector of higher education to serve low-income Californians has proven to be a successful and cost-efficient way of supporting students with significant financial need to reach their higher education goal and begin to contribute to the California economy. Cal Grants truly go to deserving students, many who often overcome significant odds to apply, qualify and attend the college or university that best suits their needs and offers them the greatest chance for success. Many of these students are the first person in their family to pursue higher education and are severely underrepresented among college graduates. We look forward to working with the Legislature and Administration to seek a repeal of the 11.3% cut and fully restore the programs core values of access, choice and success for Californias low-income students.
