Jennings didnt threaten to arrest the citizen for recording the arrest, he threatened him with Disorderly Conduct for following the cops outside. Since the citizen wasnt interfering with the arrest and was recording from afar, and then simply walked out of the restaurant after the arrestee was taken out, I dont believe I see anything related to a disorderly conduct charge. Jennings does appear, from this video, to be out of line - issuing criminal prosecution threats and physically forcing the citizen into a building that he did not want to be in.
