Just read a report about night-time pedestrian casualties most of whom are drunk, male, between 16 and 34, from deprived areas or just being silly. The reports main recommendation? Get the traffic to slow down. Of course, why not penalise the driver because other road users are just plain stupid! Tell you what, why not make cars out of foam rubber and make them pedal cars as well? That way no-one will get injured. :p
