Just thinking out loud here, but surely the fact that this legislation has been applying to businesses outside of the EU since 2003 and they havent chased the small fry for the VAT is a positive thing that can be used to underline the fact that a small(ish) threshold is not going to hurt? I get that previously there have been thresholds for all but 3 countries, but I doubt Spain, the Netherlands and Sweden (I think thats the third) have been bothered by tiny sellers enough to chase them, so why start now?
