Just wanted to share with everyone after several days (lol) of research on all different kinds of glues and their compounds, I have determined that a very good glue to use is Beacon Foam-Tac. Its the stuff that r/c model plane guys use and its expensive at $12 a bottle, but it is the stuff to use for re-gluing our foam to frames. I even spoke to one of their guys over the phone, as well as several other glue manufacturers, and companies who put foam on frames such as oakley and dye for snow/ski goggles etc. I know pretty much everyone uses and thinks that elmers rubber cement is the best stuff to use and yeah it works, just like almost any glue will work more or less, but I am a bit of a perfectionist and wanted it to be perfect and find the best glue to use and found foam tac. The reason elmers rubber cement is not the best stuff to use is because it contains stuff like acetone and heptane which eats plastics. Sure, maybe it wont eat the plastic that bad the first or even the third time but I think its still doing damage to/weakening the frame and foam tac is super safe on foams and plastics so it will be my go to glue for this. I also just used it to glue some foam on my old ize frame and it worked extremely well. I used very little glue and it tacks the foam on in seconds as you work around the frame making it super easy, and it stays flexible and doesnt harden. I didnt have to hold it forever or clamp it or anything like that. Its also waterproof so sweat wont make it come undone. Really good stuff guys. tl,dr version: Beacon foam tac is better than elmers rubber cement but its more expensive.
