K & R Transportation Service LLC: It has come to our attention recently through communication with people calling to make reservations, that there are transportation companies in Chillicothe and elsewhere in Ohio that are not operating under the laws set forth by the State of Ohio, US DOT/FMCSA, and the Public Utilities Commission of Ohio. These companies are telling customers they can take them to the airport, or pick them up at the airport. Then, after the customer has paid for said transportation, they end up dropping them off at a business, restaurant, parking lot on airport property...not the airport terminal, and then the customer has to call a cab to come and get them and take them into the airport terminal to the drop-off area; or in the case of picking the customer up, the customer needs to take a cab over to where the transportation company is parked outside of the airport terminal. NOTE: We are the ONLY fully licensed, insured and permitted transportation service and/or taxi/cab company in Chillicothe, OH and surrounding areas legally operating at these airports. We pay a yearly fee for a permit to operate legally at each airport, and have to pay a fee for every pick-up at the airports. If a for-hire passenger transportation business is operating legally in Ohio and at the airports, they will have a Commercial License Plate, they will display both a PUCO # with a US DOT, or MOTOR CARRIER OPERATING AUTHORITY # (as pictured in picture 1 below) shown directly below it, in large 2.5 letters on the vehicle, and if operating at the airports legally, there will be a sticker as pictured in picture 2 below. There was a new Ohio law (Ohio Admin. Code 4901:2-21-03) that took effect the beginning of 2014, that caused all for-hire passenger transportation business, no matter what kind of vehicle, had to apply for a US DOT # or a MOTOR CARRIER OPERATING AUTHORITY. If you operate at airports, you MUST have a MCOA and also be licensed to operate INTERSTATE, as well as INTRASTATE. This requirement is due to the fact that people traveling by air are crossing state lines which is required Interstate Commerce. If they were operating legally, they would have been notified of this new law by the PUCO. NOTE: IF A TRANSPORTATION SERVICE/TAXI/CAB IS DROPPING YOU OFF AT, OR PICKING YOU UP AT ANY BUSINESS/HOTEL/RESTAURANT, PARKING LOT OR CELL PHONE LOT ON AIRPORT GROUNDS (FROM TIME YOU ENTER OFF THE HIGHWAYS) OTHER THAN THE AIRPORT TERMINAL AND YOU HAVE TO CALL ANOTHER SERVICE/TAXI/CAB TO TAKE YOU TO OR FROM THE AIRPORT TERMINAL ITSELF...THEY ARE OPERATING ILLEGALLY AND ARE NOT PERMITTED TO DO BUSINESS AT THE AIRPORT. MORE THAN LIKELY THEY ARENT CARRYING THE MINIMUM REQUIRED (BY THE STATE OF OHIO, PUCO AND DOT/FMCSA) $1.5 MILLION IN LIABILITY INSURANCE ON THEIR PASSENGERS, WHICH IS REQUIRED TO OPERATE AT THE AIRPORTS AND TO CARRY PASSENGERS ANYWHERE IN THE STATE OF OHIO!
