K to 12, TVET in focus in TESDA regional congress 22 June 2013 Heads of technical vocational education and training (TVET) institutions and representatives from industry associations, government agencies and companies in the CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) region recently gathered to discuss the K to 12 education curriculum and developments in the TVET sector. The Regional TVET Congress of the Technical Education and Skills Development Authority (TESDA), which had around 500 participants, also gathered inputs on the proposed reforms on the Apprenticeship Training System in the country. "TVET is on top of the government’s agenda because it provides opportunities for the youth and unemployed to land in jobs and earn income. It is now on the upswing as more and more companies are looking for skilled workers here and abroad," Secretary Joel Villanueva, TESDA director general, said. "But we should always be a step ahead and constantly think of ways to make better our service such as having regular consultations with industry in the crafting of policies and identification of training programs relevant to the regions such as the industrial area of CALABARZON," he said. Themed "Enhancing TVET for Industries of the 21st Century," the meeting focused on the new K to 12 education curriculum, which was implemented starting last year. Villanueva said TVET will play a critical role in the new curriculum that will now offer technical vocational courses to students. The participants also discussed the Philippine Qualification Framework (PQF), which lays downs the national standards and levels for the outcomes of education and training from Grade 10 of basic education up to post-graduate. The TESDA chief said the agency has also begun gathering inputs of TVET experts, industries and partner institutions for the reforms on the Apprenticeship Training System that it plans to introduce soon. "The proposed reforms are intended to encourage more companies to participate in the apprenticeship program and at the same time improve the quality of training of apprentices in these companies," Villanueva said. During the congress, Donald James Gawe, head of the plan and policy division of the National Economic Development Authority-CALABARZON also talked about the growth potentials in the region and its impact on the TVET sector. Lawyer Teodoro Pascua, TESDA deputy director general for field operations, delivered the keynote message, while Imelda Taganas, executive director for Quality Standards Office presented an overview of the Philippine Qualifications Framework. Marta Hernandez, executive director for TVET Systems Development Office discussed the reforms in the Apprenticeship Training System, while Elvin Ivan Uy from the Department of Education had an update on the K to 12 curriculum.
