KMC unveils Budget for 2013-14. Karachi Metropolitan Corporation unveils a surplus budget of Rs35, 595.034 million for fiscal year 2013-14 showing expected revenue estimates at Rs35, 595.034 million and expenditures estimates at Rs35,493.866 million with a surplus of Rs101.168 million. Administrator Syed Hashim Raza Zaidi presented the highlights of budget in a press briefing on Wednesday in Z.A Nizami Hall of Civic Center which was also attended by the Metropolitan Commissioner Matanat Ali Khan, Financial Advisor Khalid Mehmood Shaikh, Director Budget Nasir Mehmood, Director City Council Ghufran Ahmed and other departmental heads. Administrator Karachi said the budget for next financial year has been prepared with a realistic vision and the allocations of funds were made according to the actual requirement. He said only the actual revenue targets were taken into account and all possible efforts were made to keep the balance between the revenue and expenditures so that gradual financial stability could be ensured in KMC. The unnecessary expenditures were curtailed and the policy of enhancement in the revenue sources had been adopted to carry out development works speedily. Syed Hashim Raza Zaidi said the population in Karachi had crossed the 20million mark and the city which is among the seven biggest cities of the world considered engine of national economy and its progress was directly linked to the progress of the country. He said the challenges facing by Karachi were increasing and this situation was effect on its basic infrastructure. Referring to the recent 15 percent increase in the salary of employees he said the previous increases in the salary and pension of government employees also raised the administrative expenditures and the unchanged OZT share enhanced the financial problems. Administrator Karachi said despite of having limited resources we have tried to make justifiable allocations in the budget for next fiscal year so that the journey of development in Karachi and the public service could be carried on. Giving the highlights of the budget he said a sum of Rs19, 122.545million was allocated for development projects. The expected revenue of Rs35, 595.034 million included the Rs9,329.877 million Provincial & District ADP & VG Funds from the government. The other revenue resources includes Rs4,760.712million from Recoveries of Local Taxes, LM-I&II, PHS, Estate, Katchi Abadies, PD Orangi, Enforcement, Charged parking & LARP, Rs1,983.064 from dues of KMC and KDA against KESC, Rs1,640.630 from Municipal Utility Charges & Veterinary, I.T & ETC,Rs1,459.229 from Master Plan, RS1,080.450 from Transport & Communication, Rs1,000 from transfer of income from SBCA, Rs992.500 from Enterprise & Investment Promotion, Rs716.450 from Finance & Accounts, Rs630.344 from Engineering, Rs97.600 from Recreation, Culture & Sports, Rs61.750 from Municipal Services, Rs35.388 from KMTC, Rs12.800. He said top most priority had been given to development works with an allocation of Rs9,565.538 million to engineering department. Another huge portion of Rs7,329.877 million set aside for the medical & health sector to provide better facilities to citizens in KMC-run hospitals and dispensaries. The Education Department had been allocated with a handsome amount of Rs2,969.769million for up gradation of schools and bringing improvement in the standard of education in government schools. A total Rs2,745.892million had been set aside in the budget for provision of uninterrupted municipal services to the citizens of Karachi. The Transport and Communication sector was allocated a sum of Rs1,140.247million while a sum of Rs1,448.472million was allocated for development of parks and recreation facilities in the city. Other major allocations in the budget include Rs600.211million for Information Technology sector and Rs577.509 million for the Culture, Sports and Recreation Department of KMC. Administrator Hashim Raza Zaidi said development activities in the city were carried out in accordance with the Karachi Strategic Development Plan 2020 which is aimed at developing the city’s infrastructure in future. Giving details of major development projects included in the budget for next fiscal year, he said a 3 lane flyover each will be constructed near Malir-15 and Malir Halt on Sharea Faisal to make this central corridor signal free with a cost of Rs532 million and 386 million respectively. A handsome sum of Rs468million has been earmarked in the budget for Karachi Medical & Dental College. Rs400million will be spent on the development works at KDA Scheme-41 Surjani Town whereas Rs391.50million was allocated for development and improvement of various KMC parks. Development works in KDA North Karachi will be carried out with a cost of Rs390.41million in next financial year and R350million will be spent on the up gradation and the construction of walls of graveyards. KMC will spend Rs350million on the development & improvement of Inter-city, Towns & Union Councils Roads and Intersections and another Rs350millin on the improvement & maintenance of roads, footpaths, culverts & roundabouts. Development works in KDA Scheme-36 will be carried out with a cost of Rs300.70million and in KDA Scheme-23 with a cost of Rs300million. KMC has earmarked Rs300million for phase-II of Wireless Video & Surveillance System and heavy machinery and vehicles will be purchased during next financial year with a cost of Rs250million. Similarly the development of Orangi Industrial Area will cost Rs250million and the construction work of Zulfiqarabad Oil Tankers Parking Terminal will be carried out with a cost of Rs250million. A sum of Rs250million has been allocated for City Complaints Information System and the KMC share in the Karachi Circular Railway Project will be Rs200million. Administrator Karachi said in order to solve the problem of vehicle parking in the city, KMC will construct underground parking plaza at Clifton block-7 with a cost of Rs120million and another such parking plaza near Civic Center with similar cost. Other allocations for development works includes Rs200million for purchase of medical and electrical equipments for KMC hospitals, Rs189.81million fro improvement & reconstruction of dispensaries and MCH centers, Rs180million for construction of a hockey stadium in Sports Complex at Kashmir Road, Rs165.69million for constructon of S.W Drain and service road along Expressway, Rs150million for development works at KDA Scheme-5 Clifton, Rs150million for rehabilitation of storm water drains of old city area, Rs140million for lighting arrangements at major roads of KMC, Rs137.67million for development of new cell for operation & maintenance of Landfill Sites of KMC, Rs137.17million for construction of bridge at Thado Nullah, Rs100.60million for rehabilitation of road from 1500 Road to Zaman Town Landhi, Rs89million for construction of stadium in SITE Town, Rs50million for widening of bridge at Shafiq Morr at Shah Waliullah road, Rs43.32million for construction of road from Navy Wall to Chashma Goth in Bin Qasim Town and Rs20million for improvement of road from Safoora Chowrangi to Saadi Town.
