He appointed positions in the National Labor Relations Board without a required vote by Congress, then refused to withdraw the appointment when he was informed it was unconstitutional. He let it go all the way to the Supreme Court - who sided with Congress 9-0. (It could be that a private citizen sued, but it was Congress and the American people that were slighted by his action.)
