The military dictatorship fabricated rebellion conspiracy cases in order to persecute and even eliminate political dissidents who were against the government. The military dictatorship employed so-called public safety government to reform the constitution in order to maintain the dictatorship and prevent people’s resistance against the reform. By openly persecuting opposition figures and politicians who were struggling against the military dictatorship, it created an atmosphere of terror in Korean society to achieve the goal. The best way to maintain the military dictatorship was charging opposition leaders with a rebellion conspiracy. Anti-Communist ideology was predominant in Korean society due to its unique historical backgrounds of Korea War and division. The anti-communist ideology had the power to change the people’s aspiration for democracy in an instant. Therefore, the military dictatorship fabricated rebellion conspiracy cases under the slogan of anti-Communism.
