Konan Poshpora Party 3: The delegation wrote a letter to Prime Minister Manmohan Singh on the eve of his departure for Kashmir, with a copy to the Chief Minister of Jammu and Kashmir: June 24, 2013 To The Hon’ble Prime Minister, Dr Manmohan Singh, South Block New Delhi Dear Mr Prime Minister, The Centre for Policy Analysis, New Delhi, a think tank has since 2009 been involved with the people of Kashmir in the search of a just and peaceful solution. Over the years, several groups of civil society activists, experts and politicians have visited Kashmir for dialogue with the Kashmir intellectuals, politicians and activists. Several groups of Kashmiri’s, including women and youth, have come to Delhi for similar interactions. CPA led Civil Society teams have also had a closer look at some of the events and incidents which continue to agitate the Kashmir Valley. One such incident is the gang rape of women in the twin villages of Kunan-Poshpura in the Kupwara district about 120 km outside Srinagar. CPA facilitated a team of senior civil society activists and political leaders to visit Kunan-Poshpura between June 14-16, 2013 to assess the progress of the justice process and the grievances of the villages more than 22 years after the incident, The misery and suffering of the victims was shocking, with the trauma clearly visible even two decades after the alleged crime. The delegation has put together a detailed report for your perusal. We believe you will be visiting Jammu and Kashmir to open a rail link and we hope that we can persuade you, Sir, to also open the communication links between your government and the rape victims. We have made several recommendations with the hope that you will consider these favourably as there is urgent need to ensure justice in the full sense of the term.
