LOW KER Short-term Website & Database Consultant for Indonesia Governance Index (IGI) Organizational Context : Knowledge & Resource Center (KRC) is a unit in the Kemitraan responsible for conducting governance assessment in 33 provinces called Indonesia Governance Index (IGI) formerly known as PGI (Partnership Governance Index). The first dan second governance index conducted in 2008 and 2012 received significant appreciation mainly from the government and universities as an oversight monitoring of the governance performance of 33 provinces in Indonesia. Its robust methodology has also been well-acknowledged by the UNDP Oslo Governance Center and has been adapted in the African Countries, such as Senegal. The 2008 results of the assessment are available through website kemitraan.or.id/govindex and also have been integrated in the new website kemitraan.or.id/igi. Currently the existing website is yet sufficiently user friendly and less clarity of navigation for the users. The design is yet able to portray the sophistication of comprehensiveness and thorough IGI assessment. This has apparently limited the capacity of IGI which contains many valuable data that enable the users to perform comparison, analysis and trend of governance in Indonesia. Thus, it has some affect to the overall goal of reaching wider audience. Through IGI dissemination strategy, the website is intended to attract the first 1.000.000 viewers this year. Since the third quarter of last year, Kemitraan has been undergoing the 3rd assessment, i.e. 2013 assessment, which aim to assess Kabupaten/Kota level. Hence, adjustment and improvement to the current website is required to accommodate the latest assessment as well as conducting regular maintenance of the database. For this purpose, Kemitraan intends to hire a Short-term Website & Database Consultant. Under the supervision of Knowledge & Research Manager and in close coordination with Research Officer (RO) and Administrative Assistant (AA), Website & Database Consultant will provide support in designing dan developing web-based database system to disseminate assessment results as required. Website & Database Consultant will also be working closely with the Kemitraan’s IT Unit to ensure system developed is well-synchronized with the current IT system of the organization. Summary of key functions : 1. Design and develop user friendly and publicly accessible web-based database system with secured content management system, high compability, and professional design. 2. Conducting beta test to users (minimum 5 users) to ensure the friendliness of navigation and website structure. 3. Provide technical advise on issues related to maintenance of web-based database system for minimum one year; 4. Provide and ensure the design and navigation is clean, clear and sophisticate to attract loyal users. 5. Provide internal training on the developed web-based database system on the usage, maintenance and updating; 6. Maintain intensive coordination and communication with IGI Team and IT Unit to ensure system developed is well-synchronized with the IT system of the organization. Recruitment Qualifications : Education: University Degree in IT and communication related fields. Experience: Minimum 5 years of experience as web designer, and database administrator.
