Laissez-Passer Program Laissez-Passer Program for the Protection of Volunteers of International Aid Organizations The Secretary General of such Intergovernmental Organization (IGO/NGO) instituted by Treaty registered under either the European Union or the United Nations Treaty Series, according to Article 102 of the United Nations Charter, responding to the United Nations General Assembly Resolutions N A/60/L.36; A/60/L.37; A/60/L.56. The Laissez-Passer Program is a concept of official support by legitimation, intended for the functional use of IGOs/NGOs Organizations needing a more protection in favour of their officers and volunteers and it is an official legitimation program of such Intergovernmental Organization, according to the General Council verbatim Resolution N. GC/7/2007, in order to response the said need of increasing safety and security in the field and/or mission. As a matter of fact, too many officers and volunteers, risk their own safety in difficult situations without an effective institutional protection while on duty, often left to the mercy of belligerents, especially in new developing countries. Therefore, the United Nations has implemented the Laissez-Passer Program especially for Humanitarian Aid Organizations. Especially volunteers are often in danger and every years envoys, delegates and field staff of many IGOs, NGOs and Aid Organizations are facing risk of their safety in crisis scenarios, like wars, riots, conflicts, natural or man made-disasters, etc. especially in developing countries and new merging markets. The granted protection by Laissez-Passer, will support the benevolent activity of people while doing their services of their respective institutions or aid organizations. This authoritative protection derives from the fact that such Intergovernmental Organization, possessing international status, can extend part of its prerogatives to the aid organization which participate to the Laissez-Passer program, in force of its international juridical status. The Laissez-Passer is a passport-like travel document in the size of 12.5 x 8 cm and consisting of 28 Pages plus cover (red/burgundy with embossed golden logo of the NGO/IGO under E.U. or/and U.N. Treaty), printed in the official languages of English and French.
