Legislation in Missouri may mandate that communities alert the state health department 3 months prior to any vote to cease fluoridation. This tactic has been pushed by the pro-fluoridation lobby as a way to keep towns from ending the practice because 1) it will cost the community additional money to notify all customers prior to the decision, and 2) it will give the state health department time to alert the pro-fluoridation lobby so they can bully councilors and mislead the public about fluoridation prior to the vote:
