Lets be frank. Pennsylvania had more than three years to implement a Medicaid expansion plan and did absolutely nothing. Then, at the last minute they have put out a poorly thought out, plan without any details that will, in all likelihood, provide less coverage than the current Medicaid program. Even if it does win federal approval, Pennsylvania wont be ready until 2015. Like a teenager who puts off her homework until Sunday night, its too little, too late.
