Linde is currently seeking a Process Safety Manager to join the team in the Houston, Texas area. JOB RESPONSIBILITIES: ▪ Effectively liaise with Global Peer team (s) and RBU NA groups and individuals to supervise and deliver the following: ▪ Lead Process Safety effort within combined HyCO and Houston Hub including direct responsibility for Cantarell ▪ Plan and lead the local focused Process Safety audit process ▪ Plan and support O&ED and integrated audits as required (in conjunction with HSE): ▪ Liaise with regional support managers and central support team managers to prioritize target sites based on highest risk potential ▪ Review team make up for O&ED audits and provide or assign resources as required ▪ Support audit CAR risk assessment process for high and severe potential O&ED risks ▪ Track and report audit CAR status. Action necessary CARs to close high priority gaps ▪ Ensure records are maintained for Process Safety performance indicators and deliverables ▪ Lead or facilitate structured risk assessments or remote operations risk assessments. Support HyCO and Houston Hub risk assessments as necessary. ▪ Write, contribute to, approve, distil alerts, O&ED’s, HSE, Process Safety and MIR lessons learned into required actions and track compliance. Ensure that HyCO and Houston Hub reacts at required speed to information or actions received as part of an MIR or LFI. ▪ Coordinate with regional and/or global HSE as required. ▪ Own the Engineering Management of Change (EMOC) process in HyCO and Houston Hub and other RBU NA areas as the Principle Engineering Design Review Authority and Engineering Change Manager (ECM) to ensure that all engineering for new projects and modifications to existing assets complies with internal and external regulatory codes, standards and engineering/operations best practice: ▪ Serve as Lead Hazop authority within HyCO and Houston Hub and coordinate all Hazop, technical design review and related commercialization activities. ▪ Authority to approve process safety and maintenance scope including operations best practices as formal member of the commercialization team. ▪ Ensure review team leadership and team makeup is appropriate for the scope ▪ Facilitate reviews and ensure accurate meeting minutes and design documents are properly recorded and supported ▪ Support Project Managers in closing out action items ▪ Maintain a pool of qualified Linde in-house HAZOP facilitators ▪ Lead Safety Integrity Level (SIL) design reviews and compliance requirements. Ensure uniform process is followed including training of RBU (and Global) specialists including certifications of design ▪ Maintain focus on effectiveness and compliance to EMOC across HyCO and the Houston Hub. ▪ Direct responsibility for Cantarell engineering management of change processes including compliance, quality, and audit ▪ Provide decisions and relevant training to staff regarding proper EMOC categorization (major/minor) ▪ Ensure that there is an up to date and categorized listing of Technical Specialists and Nominated Responsible Persons in LiMSS ▪ Track progress and provide final approvals on authorized major change requests and emergency change requests ▪ Represent RBU NA as a key member of the Process Safety Global Peer team and relevant global Teams of Experts (ToE): ▪ Actively contribute in Global ToE and Process Safety Peer forums ▪ Demonstrate HPO continuous improvement by sharing best practices employed or developed in RBU NA and adopt best practices identified by global peers ▪ Provide monthly data and reporting to Global Tonnage Operations on regional Process Safety KPI’s ▪ Create, update or approve global Linde Group Gases Operations and Engineering standards (LiMSS) standards as a member of HyCO and ASU ToE and PS ToE ▪ Promote awareness of updates to LiMSS throughout the organization for critical safety standards ▪ Participate in regional ToE activity creating or reviewing standards specific to the RBUNA. Contribute directly to Global plant and equipment standard design scope and specifications ▪ Effectively represent Linde in self-regulating industry forums such as CGA and EIGA ▪ Lead major process safety investigations. Ensure root cause is determined and best practice implemented to mitigate the risks to the business. Coordinate with regional and/or global HSE as required ▪ Manage Responsible Care Program within HyCO and the Houston Hub Organization ▪ Coordinate with HSE and establish metrics that ascertain overall effectiveness and maintain compliance of the program. Monitor/report, set priorities, and adjust program as indicated ▪ Maintain required EMOC, HAZOP and risk review status. Action necessary steps to close high priority gaps ▪ Assist Field with key customer or regulatory audit preparation, risk assessment, actions, and follow up ▪ Develop, lead, and deliver technical training courses for a broad spectrum of employees ranging from junior to senior operations and engineering staff ▪ Administrator of Emergency Response Teams to ensure adequate coverage and training. Monitor and train plant personnel on Emergency Operations Center (EOC) responsibilities, Crisis Plan, etc. BASIC QUALIFICATIONS: ▪ BS Degree in Engineering, Chemical preferred ▪ Minimum of 15 years experience in a process plant related/engineering or technical operations role ▪ Direct HAZOP leadership experience ▪ Operations and Engineering audit experience PREFERRED QUALIFICATIONS: ▪ Must possess a deep and comprehensive understanding of process operations and related equipment and technology ▪ Understanding of cause and effect relationships in both proactive engineering safeguarding as well as incident root cause analysis ▪ Ability to develop, lead, and deliver technical training courses for a broad spectrum of employees ranging from junior to senior operations and engineering staff ▪ Able to mentor and impart knowledge to less experienced staff or those with different areas of expertise ▪ Must have the depth of experience and impact/influence to effectively represent Linde to outside agencies, industry bodies, and regulators ▪ Able to manage complex multi-disciplinary technical teams including external specialist consultants and design vendors ▪ Excellent oral and written communication skills ▪ Experience in line management Linde offers excellent salaries, world-class benefits, and unparalleled opportunities for development – all to create an invigorating and satisfying environment.
