Looking at the corruption ochestrated by the top managers of the apparatus of state and govt,one finds it irresistable to opine that President M7s No.1 adversary, the ultimate defining finishline of his end(if I would be excused to coin such a term),will be the many wolves dressed in sheeps clothing that are littered almost all over his govt.It appeals even to a self respecting toddler at their knee height that the Science -vs-Syndicate game that defined the Milton Obote admin. obtains in the mainstream body politic of M7s govt.You may or you may not concur. 1.Nssf through its Board and PWC,conducts interviews for MD,DMD and CS, pays approx 500m/= to PWC for seiving the best candidate.PWC does the job and returns Edgar Agaba as the best candidate for MD job but the Minister of Finance(whose preference neither Edgar nor the outgoing MD but someone else) says she is awaiting advice from Auditor General and Bank of Uganda to inform her decision. Do you and I see science vs syndicate? 2.Ministry of Finance publicIst says the Minister is neither bound by the results of PWC nor the results of the sieve employed by the NSsF Board. One wonders why the Minister had to make people saving with NssF part with 500m and have it paid to PWC to vet candidates for,interalia,the MD job only for her to turn round and employ Bank of Uganda and Auditor General and even say that she can choose whether to go with the choice put to her by PWC and the NSSF Board or not.Do you see science vs syndicate? 3.The same Minister travels overseas and under the cover of darkness hires Executives in Africa and only turns out to deny so doing. All this in the name of having her prefered candidate beat the passmark. Do you see science vs syndicate? 4.H.E The President reportedly writes opining that there is reasin to appoint the 2nd rated candidate and outgoing MD whose contract the Minister declined to renew automatically. One asks;why would Kipsiro compete for victory at the Olympics if it is known to him that the standard practice is that the gold medal doesnot go to the first?Do you see science vs syndicate? 5.It happened at National Water and the same Head of State resolved it by advising that the candidate who had emerged best takes the MD job. It is on this account that it is Dr Mugisha and not Gisagara who is MD NW&SC and rightly so I would opine. 6.One would ask;why would victory,in the eyes of H.E The President, be a sword against the winner fir NssF job and a shield for NW&SC case.?
