MCC FACTS: Why Wilfred Kabs Kanu bending out of shape over the MCC issue? Sierra Leone has failed to meet MCC indicators more than three times. In fact Sierra Leone is nowhere near passing the MCC indicators. The country has missed out on 2015 MCC funding and will not get any funding in 2016 either. Testifying before the House Appropriations Subcommittee on State and Foreign Operations, Sheila Herrling, Acting CEO of MCC presented “fiscal year (FY) 2015 budget request for the Millennium Challenge Corporation (MCC) of $1 billion, an 11 percent increase over FY 2014 funding levels, is currently slated for four African countries: Liberia, Morocco, Niger and Tanzania. Ms. Herrling added that “Ghana is in the final stages of developing a proposed compact.” This means that Sierra Leone is neither in the final stages for developing a proposed compact, nor is it qualified to get any funding in 2015. Countries in the final stage of developing proposed compacts may likely pass all indicators and qualify for funding in the next fiscal year. This means that Ghana may be included in MCC’s 2016 budget. That also means that Sierra Leone will not be included in the 2016 budget since the country is not in final stages. Information on Sierra Leone State House website indicates that the MCC compact attempt has been nothing but a slow ride. Here is an excerpt from State House website: “the journey taken so far to meet the MCC in terms of scorecard performance was also looked at, spanning the period 2008 to 2012 and the number of indicators passed. In 2008, Sierra Leone passed 7. In 2009, the number of indicators passed was 8, and in 2009, the country passed 9. In 2010, Sierra Leone passed 9, in 2011, we dropped to 7 and went up again to 12, and it is expected that Sierra Leone will pass 13 of the indicators this year.” So, as Liberia in our backyard continues to enjoy funding from MCC, Sierra Leone continues to struggle with passing key indicators including good governance and corruption. The president cannot be serious about passing key indicators pertaining to democracy and good governance when he continues to harbor ambitions that have the tendency to undermine the country’s multi-party democracy.
